Employer of Record in Armenia: A Practical Guide

You found a senior engineer in Yerevan, agreed a salary, and then hit the wall every foreign company hits: you have no legal way to pay them. Opening an Armenian company, registering with the tax authority, and running local payroll takes weeks and a local director's attention you do not have. The person is waiting.

An employer of record in Armenia solves this in days. The EOR already has a registered Armenian entity; it hires your chosen candidate on its own books, runs compliant payroll, and invoices you a single monthly amount. You direct the work; the EOR carries the legal employer obligations. This guide covers what that actually buys you, what it costs structurally, and the point where your own entity becomes the better call.

What an employer of record actually does in Armenia

The EOR is the legal employer of record for your worker in Armenia, while the person reports to and works for you day to day. That split is the whole product. In practice the EOR handles:

You keep control of the work, the tooling, the targets and the relationship. What you hand over is the administrative and legal weight of being an employer in a country where you have no entity.

What an employer of record costs, structurally

An EOR invoice has three layers, and it helps to see them separately. First, the gross salary you agreed with the employee. Second, the mandatory employer and payroll costs on top of that. Third, the EOR's own service fee.

The payroll layer in Armenia is lighter than most of Western Europe. Employment income is taxed at a flat 20% rate withheld from the employee, with no progressive brackets, according to PwC's 2026 Armenia tax summary. The mandatory funded pension contribution is 5% on salary up to AMD 500,000 per month, per PwC's overview of other taxes. A flat military stamp duty also applies, set from December 2025 at AMD 1,000 per month for salaries up to AMD 1,000,000 and AMD 15,000 above that, per the same PwC source.

The EOR's service fee sits on top, usually either a fixed monthly amount per employee or a percentage of payroll. The headline number matters less than what it includes: ask whether local accounting, the labour-law contract, and termination handling are inside the fee or billed separately when you need them.

The compliance an EOR covers

This is where the model earns its fee. Getting Armenian payroll wrong is not a rounding error; late or incorrect filings carry penalties. A competent EOR covers:

  1. Correct withholding of income tax, pension and stamp duty every month.
  2. Monthly electronic filing to the State Revenue Committee, due by the 20th of the following month.
  3. An employment contract that holds up under the Armenian Labour Code, not a translated foreign template.
  4. Lawful termination, including notice periods and final settlement, which is where badly run foreign hires most often get sued.
  5. Record-keeping to the standard local audits expect.

If you ever plan to convert the EOR arrangement into your own entity, clean records from day one make that transition far less painful.

EOR versus setting up your own Armenian entity

Both are legitimate. The choice is mostly about headcount and time horizon.

There is a real incentive pulling larger tech teams toward a local entity. Certified high-tech companies can pay a 1% turnover tax instead of the standard 18% corporate income tax under a regime running from 2025 through 2031, per PwC's note on Armenian tax incentives. That only reaches you through a qualifying Armenian company of your own, not through an EOR, so for an asset-light software operation it can tilt the maths once the team is big enough to bother.

When to switch, and how to do it cleanly

A simple rule: start on an EOR, review at around ten to fifteen Armenian employees, and model your own entity seriously once the team is clearly permanent. The switch is not just a tax decision; it adds a local director's duties, in-country accounting and your own filing obligations. The upside is full control and access to incentives in your own name.

If you would rather not manage either the EOR relationship or the entity decision alone, that is the gap our Engineering Studio closes: we recruit the team in Yerevan and run it under employer-of-record, then help you move to your own entity when the numbers say it is time. For current pay benchmarks while you model the cost, our Armenia developer salary guide is the place to start, and our services page covers the search side.

Frequently asked questions

How fast can an EOR hire someone in Armenia?

Because the EOR already has a registered entity and payroll running, onboarding is usually a matter of days once the candidate accepts and documents are in order. Compare that with several weeks to register your own company and set up local payroll from scratch.

Does an EOR remove all legal risk for the foreign company?

It removes the employer-of-record obligations, since the EOR is the legal employer for payroll, filings and the employment contract. You still own the working relationship, so normal expectations around fair treatment, IP assignment and data handling remain yours to get right in the agreement.

Can we move EOR employees to our own entity later?

Yes, and it is a common path. The employees are re-hired by your new Armenian company and the EOR arrangement is wound down. Clean payroll records from the EOR period make the handover straightforward, which is a good reason to insist on them from the start.

An employer of record is the fastest clean way to put people on the ground in Armenia without a company of your own. Use it to start and to stay flexible; revisit it when the team is large and settled enough that an entity pays for itself. If you want the hiring and the EOR handled as one service, our Engineering Studio is built for exactly that.
